The civic token is accepted at licensed distribution points because each issue, transfer, and redemption can be reconciled against the next delivery. That record protects the city’s reserve stock during a lean week.

Licensed points post weights, substitutions, and collection hours. A discrepancy belongs first in that public ledger, where an allocator can compare it with the shipment record.

The token does not promise abundance. It makes the available supply countable and keeps the distribution obligation attached to an office.
